Penang opposition leader alleges Chief Minister Incorporated accounts not fully audited

GEORGE TOWN, May 11 – Penang Opposition Leader Muhammad Fauzi Yusoff has alleged that the accounts of government-linked corporations, Chief Minister Incorporated (CMI), was not fully audited.

He said CMI had failed to present its complete and audited accounts.

“The accounts were also not tabled in the state legislative assembly even though CMI manages the state revenue and multi-million ringgit projects,” he said when debating the Penang Yang DiPertua Negri’s speech at the state legislative assembly today.

The Sungai Dua assemblyman questioned the transparency of the state’s revenue management under CMI.

“How can an entity managing millions in state revenue operate without proper financial transparency? This is not about perception, this is about basic governance principles,” he said.

He said CMI which oversees various projects, should have a clear and audited financial reporting mechanism.

“CMI managed 71 projects in 2024 and 2025 and recorded rental and lease income through CMI and State Secretary Incorporated (SSI) amounting to RM8.43 million as of September 30 last year,” he said.

He also questioned delays in the tabling of CMI’s financial statements, despite requirements under amendments to the Chief Minister Incorporated Enactment, which stipulate that accounts and records must be properly prepared and tabled in the State Assembly every financial year.

Fauzi raised concerns over CMI’s management structure.

He said it lacked transparency especially in relation to state land management, strategic leases, and collaborations through various special purpose vehicles (SPVs).

“The public still does not have a clear picture of all companies under CMI’s management, their shareholding structures, and the actual ownership links,” he said.

He added that this raises questions over who is managing state assets and what benefits are derived from the projects, while also limiting public scrutiny over financial flows.

He urged the state government to explain the issues he raised.

“I hope the state government ensure all CMI-related accounts are properly prepared, audited, and presented openly to the state assembly and the public,” he said.

PETALING JAYA, May 10 — DAP will press ahead in the coming Sarawak state election, with the party’s central leadership handing full autonomy to its Sarawak chapter to decide candidate line up and campaign strategy.

According to Utusan Malaysia, DAP secretary-general Anthony Loke said the central leadership would not interfere in decisions made by the Sarawak chapter, including the number of candidates to be fielded.

“We will wait first for the state election to be called, as the Sarawak Premier has yet to announce the dissolution of the State Legislative Assembly.

“DAP Sarawak has full autonomy to make its own decisions on candidates and election strategy,” he told Utusan yesterday, adding that the Sarawak leadership has its own plans based on the state’s political situation.

Penang must not be ‘mere observer’ in face of global economic shocks, says governor

GEORGE TOWN, May 8 — Penang must be proactive in strengthening its resilience by emphasising energy efficiency, strengthening food security, and ensuring disciplined and visionary fiscal management, the Yang di-Pertua Negeri Tun Ramli Ngah Talib said today.

He said prolonged tensions globally, including in the Middle East, have created ripple effects on global market stability, particularly involving energy and supply chains.

“In facing these challenging realities, Penang cannot merely remain an observer,” he said in his speech at the opening of the First Meeting of the Fourth Session of the 15th Penang State Legislative Assembly.

He said, Malaysia, as a country practising an open economic system, is not exempt from the impact of these global uncertainties.

He added that Malaysia’s dependence on the region is significant which included about 61 per cent of oil imports, 30 per cent of liquefied natural gas (LNG) imports, and nearly 40 per cent of crude oil that flows through the Strait of Hormuz, in addition to the need for critical materials such as fertiliser, helium and sulphur.

He said the country’s economic fundamentals remain strong and resilient due to the positive and decisive measures taken by the Prime Minister Datuk Seri Anwar Ibrahim.

“Based on projections and official data from the Department of Statistics Malaysia’s Gross Domestic Product growth for 2026 is estimated at between four and five per cent, while inflation is expected to remain moderate and well below its long-term average at around 1.5 to 2.5 per cent,” he said.

He said he is confident that the federal government will continue to monitor these developments.

He said the government will take appropriate measures to ensure the welfare of the people is safeguarded, essential supplies remain secure, and national economic growth continues to be sustained.

“More than that, I call upon all assemblymen of this August House to always uphold the delivery of accurate information, exercise prudence, and consistently provide constructive proposals,” he said.

He said that in a climate of uncertainty, any statements not based on facts or that are speculative in nature will only create unnecessary anxiety among the people.

“We must remind ourselves that inappropriate remarks can bring negative consequences,” he said.
