The proposed legislation follows an investigation by Bloomberg Law and NBC News that found mistreatment of pregnant women in local jails.

Kelsey Love, also featured in the investigation, gave birth alone in jail after pleading for help. Her son survived.

Bloomberg Law and NBC News' investigation highlighted the jailing of Chasity Congious, who gave birth by herself in a cell to a baby who died after strangling on the umbilical cord.

Lauren Kent lost a baby to miscarriage. She now has two sons and hopes her story will help improve prenatal care in America's jails.
